PTAD commences computation project for NoK

Abuja, Dec. 13, 2023: The Pension Transitional Arrangement Directorate (PTAD) has commenced an expanded computation project for verified pensioners and Next-of-Kin (NoK) of deceased pensioners.

The Executive Secretary of PTAD, Dr Chioma Ejikeme, said this in a statement issued by Mr Gbenga Ajayi, PTAD’s Head of Corporate Communications, on Tuesday in Abuja.

According to her, the project will resolve complaints of non-payment of gratuity and death benefits respectively.

She said the project followed a deluge of complaints from some pensioners and NoK of deceased pensioners, over non-payment of their gratuity and death benefits, many years after verification.

According to Ejikeme, the delay in NoK payments is as a result of the thorough and painstaking scrutiny NoK documents are subjected to.

She explained that the scrutiny was necessary to avoid paying the funds to the wrong beneficiary,

Ejimeke said another reason for the payment delay was due to delays in getting responses from some organisations the deceased pensioners retired from.

“ The Expanded Project will check and categorise all verified NoK files and claims of non-payment of gratuity with the aim of identifying and paying all eligible NoK and pensioners with unpaid Gratuity.

“ The Directorate therefore calls on Next-of-Kin of deceased pensioners who have been verified by PTAD but are yet to receive their payments, to send their complaints to nokcomplaints@ptad.gov.ng.

”This is to enable the project team investigate and resolve their complaints,” Ejimeke said.

PTAD pays N1bn accrued arrears to 7,091 pensioners

Abuja, Nov. 4, 2023: The Pension Transitional Arrangement Directorate (PTAD) has finalised the payment of ₦1.023 billion to 7,091 pensioners of the Power and Transport Sectors of the Parastatals Pensions Department (PaPD).

PTAD’s Head of Corporate Communications, Mr Gbenga Ajayi, stated on Saturday in Abuja that the payment represented 39 per cent of accrued pension arrears owed the pensioners from August 2015 to September 2023.

He explained that the figure was arrived at after the computation of the monthly pension of pensioners of PaPD based on their career details, salary structure and applicable pension increments.

He stated also that the arrears were ascertained during a back-end computation conducted by PTAD.

Ajayi stressed that PTAD discovered that 7,091 pensioners in the sector were being underpaid based on the payroll it inherited.

He added that PTAD’s Executive Secretary, Dr Chioma Ejikeme, had noted that the back-end computation was mandatory to ensure that each pensioner earned the accurate pension for fairness, equity and justice.

Ejikeme also assured federal pensioners under the Defined Benefit Scheme that the Federal Government was committed to their welfare.

She assured also that all arrears would continue to be paid until all accrued pension arrears were liquidated subject to government funding, Ajayi stated.

Abuja, Sept. 26, 2023: The Pension Transitional Arrangement Directorate (PTAD) had held a follow-up meeting with the National Health Insurance Authority (NHIA) to fine-tune the modalities for the kick-off of the health insurance cover for pensioners under the Defined Benefit Scheme (DBS).

Mr Gbenga Ajayi, PTAD’s Head of Corporate Communications, said in a statement on Monday in Abuja.

He said that the acting Executive Secretary of PTAD, Mr Sulayman Shelleng, stated that the collaboration with the NHIA would be leveraging on the ongoing “I Am Alive” confirmation exercise for all verified and pay-rolled pensioners to enroll pensioners.

Shelleng said that the directorate would commence the pilot programme with the DBS pensioners who were verified on the payroll and had successfully confirmed their aliveness status.

He said that the beneficiaries of the pilot phase would have access to basic health services through selected hospitals closest to the pensioners’ communities of abode.

Shelleng said The NHIA team, among other things, presented the modalities and timelines to actualize the enrolment of PTAD pensioners drawn from across the four operational departments.

He said that plans were further discussed around organising pensioners’ sensitisation in the pilot states of Kaduna and Oyo to ease the onboarding process for pensioners.

The acting executive secretary said that they also assured the PTAD team that they would work with the Health Maintenance Organisations (HMOs).

Shelleng said that the HMOs would ensure that the Primary Health Care providers in the local communities delivered services empathetically to the DBS pensioners.

PTAD set to unveil “I Am Alive” confirmation portal

The Pension Transitional Arrangement Directorate (PTAD), says it would unveil “Am Alive” Confirmation solution on April 14, according to Mr Gbenga Ajayi, PTAD’s Head of Corporate Communications.

He said said in a statement on Saturday in Abuja, that the solution is an online platform for pensioners to periodically confirm that they are alive so that they can continue to receive their monthly pension.

“The I Am Alive confirmation portal/platform is designed to enable confirm that he or she is alive from the comfort of their homes or neighbourhoods, using a smart phone or computer system.

“When this is done, pensioners do not need to embark on stressful journeys for physical verification again,” he said.

Ajayi said that the solution would end tedious and expensive field verification.

He said that the solution has been tested by PTAD and it is ready to be fully deployed to take away the stress of continuous field verification for Defined Benefit Scheme (DBS) pensioners who are already on PTAD’s payroll.

Ajayi said that “I Am Alive Confirmation” platform is very simple, safe and easy to use, as the pensioner can be assisted by a family member or friend to carry out the confirmation.

He said that pensioners will be required to log on to the PTAD website www.ptad.gov.ng in a well-lit environment and begin the process to confirm that they are alive.

PTAD inaugurated the “I AM ALIVE” Confirmation Solution in October 2021.

It commenced the pilot phase with 50,000 pensioners randomly selected from the four operational departments in the Directorate.

PTAD complete liquidation of N7bn owed NICON, DSC pensioners

The Pension Transitional Arrangement Directorate (PTAD), has completed the liquidation of 105 inherited pension liabilities of two defunct agencies, Delta Steel Company (DSC) and NICON Insurance PLC.

The Executive Secretary of PTAD, Dr Chioma Ejikeme, said this during a press conference on Thursday in Abuja.

Ejikeme said that the 105 months pension liability was valued at N7.05 billion.

“We have completed the liquidation of the outstanding 56 months inherited from NICON Insurance, (a total of 100 months was inherited) and 49 months of DSC ( a total of 96 months were inherited) amounting to over N7.05 billion.

“ In 2017, the directorate received a directive from the Federal Ministry of Finance, Budget and National Planning to take over the management of pensions and severance benefit liabilities of ex-workers of some Defunct/Privatised agencies.

“The agencies included DSC, NICON Insurance, Savannah Sugar Company, NITEL/MTEL, Aluminum Smelter Company, Nigeria Aviation Handling Company (NAHCO), among others.

“ These were commercial entities of the Federal Government that were either privatised or liquidated under the Bureau of Public Enterprises in 1999-2005 Public Enterprises Privatisation/Commercialization Reform.

“This exercise resulted in the disengagement of a considerable number of public sector employees,” she said.

Ejikeme said that when PTAD was given the directive to on-board pensioners from these agencies, they were inherited with unpaid monthly pension.

“Also, with pension arrears ranging from 84 to 219 months, while some of the agencies entitled to one-off payments had not been paid.

“At the time of take-over, PTAD did not receive any pension funds or assets to meet the huge unfounded liabilities inherited from these agencies.

“Despite this enormous challenge, the directorate worked assiduously to verify, validate, compute and enroll most of these ex-workers for monthly pension.

“One-off payments was made as appropriate to those whose severance benefits were so structured,” she said.

The Executive Secretary, said that since 2017, PTAD had been liquidating the unfunded pension liabilities of these agencies.

“You may all recall that in Dec. 2021, PTAD had completely liquidated the inherited pension liabilities for New Nigerian Newspapers and the Nigerian Re-Insurance Corporation.

“The agency also made one-off payments to Savannah Sugar, and the Aluminum Smelter Company beneficiaries and their next of kin, and Nigerian Aviation Handling Company beneficiaries and their next of kin.

“It also settled some months of arrears for others,” Ejikeme said.

She commended President Muhammadu Buhari, the Ministry of Finance, committees of the Senate, House of Representatives oversighting pension, and the Budget Office for their support.

PTAD to commence verification for BoA pensioners, others

The Pension Transitional Arrangement Directorate (PTAD), is to commence verification for the pensioners of the Bank of Agriculture (BoA.

Other pensioners who missed the previous verification exercises under the Defined Benefit Scheme would also be verified.

This was gathered from PTAD’s official website on Tuesday in Abuja.

It said that pensioners are required to bring the original and photocopies of their career documents, stamped and signed BVN with pictures.

They are also expected to provide one month stamped and signed bank statements, NIN or any other valid means of identification.

Also, pensioners with incomplete documents should obtain a letter of introduction from the management of their agency and an affidavit for loss of documents.

It was stated that the verification would commence from Aug. 22 to Aug. 24.

The three-day verification exercise would take place at the following locations from 8am to 4.00pm daily.

PTAD reiterates commitment to safeguarding pensioners’ payments

The Executive Secretary of Pension Transitional Arrangement of Directorate (PTAD), Dr Chioma Ejikeme, has reiterated the agency’s commitment to safeguarding pensioners and their payments.

She said this during a sensitisation and collaboration forum with anti-graft agencies and other relevant stakeholders in Abuja on Monday.

Ejikeme said that thhe directorate had engaged Department of State Security (DSS), Economic and Financial Crimes Commission (EFCC) and Independent Corrupt Practices and Other Related Offences Commission (ICPC).

Others, according to her, are: Office of the Accountant General of the Federation (OAGF), Public Complaints Commission (PCC) and Nigerian Union of Pensioners (NUP).

She said that the stakeholders were to continually re-strategise and come to terms with the realities of pension payments and its attendant challenges.

“We will recall that pension industry had been swarmed with complaints of extortion by fraudsters and phone calls demanding for money to quicken computation and payment of outstanding liabilities.

“The past ineffective and poor management in the industry before the pension reforms had put pension management under the Defined Benefit Scheme (DBS) in bad light.

“The advent of the reforms requires that the directorate have two-pronged solutions: settling the outstanding pension arrears and monthly payroll management and curbing fraud within the pension industry,” Ejikeme said.

She further stated that the directorate was providing a paradigm shift in the delivery of its mandate.

“The success has been multi-faceted, spanning verification, use of technology in computation, a technology-based seamless payment system and most importantly, continuous synergy with security agencies to reduce malpractices and fraud in the management under DBS,” she said.

The executive secretary said that the OAGF had ensured timely release, subject to availability of funds.

“We work with them to ensure effective and conclusive payment reconciliation, and our success has been possible through collaboration with our other friendly stakeholders.

“Notwithstanding these feats, there is always room for improvement, and this forum presents an opportunity for all present to contribute,” Ejikeme said.

I Am Alive’’confirmation portal for pensioners – PTAD  

Dr Chioma Ejikeme, the Executive Secretary, Pension Transitional Arrangement Directorate (PTAD), said the “I Am Alive’’ online confirmation portal was created to ease pensioners’ stress.  

Ejikeme said this at a training organised for Union Executives and Pension Desk Officers (PDOs) in Ministries, Department and Agencies (MDAs) under the Defined Benefit Scheme (DBS).  

Ejikeme said the training was a critical step toward preparing pensioners to be fully conversant with the use of the application.  

She said that the purpose for the training was to ensure that the union executives and PDOs could use the “I AM ALIVE’’ confirmation portal without any difficulties.  

According to her, the union executives can assist pensioners to understand how to use the application, respond to basic enquirers and questions about the confirmation process.  

“We believe that once union executives and PDOs can confidently use the application, they can support our efforts to educate our pensioners and provide guidance and hand holding where necessary for them to easily carry out their `I AM ALIVE’ confirmation.  

“The training was also organised to explain why we deployed `I AM ALIVE’. What we expect as the impact, benefits to be derived and what we see as likely challenges.  

“We will demonstrate the entire I AM ALIVE confirmation process again and show a live demonstration. We will also address the Frequently Asked Questions (FAQs),” Ejikeme said.  

The executive secretary said the project was to make all the pensioners whom had served Nigeria enjoy their hard-earned pension without any hardship.  

Ejikeme said that the tedious challenges, expensive field verification of the past would soon be a thing of the past with the portal.  

“Pensioners must be able to confirm their aliveness from the comfort of their homes within the proximity of their residence.  

“They should also be able to resolve their complaints without unnecessary stress. We want them to be able to contact PTAD with ease and be treated with respect and dignity,” she said.  

 “I AM ALIVE’’ online portal was inaugurated in October 2021.

PTAD begins verification of pensioners of defunct BoA  

The Pension Transitional Arrangement Directorate (PTAD) says it has concluded plans to begin the verification of pensioners of the defunct Bank of Agriculture (BoA) in the South- West Zone.  

Mr Gbenga Ajayi, PTAD’s Head of Corporate Communications, said this in a statement on Tuesday in Abuja.  

According to him, the mop-up verification for other pensioners who missed previous verification under the Defined Benefit scheme (DBS) in the zone will begin from Monday, May 16, to Friday, May 20.  

Ajayi said that the five days verification would take place at the Police Officers Wives Association Complex (POWA) in Lagos, from 8 a.m. to 4 p.m. daily.  

He said that pensioners were required to bring the originals and photocopies of their career documents, stamped and signed Bank Verification Number (BVN) with picture, one month stamped and signed bank statement, NIN or any other valid I.D.  

Ajayi said that pensioners with incomplete documents should obtain letter of Introduction from the Management of Bank of Agriculture and affidavit for loss of documents.  

He said that Mobile verification would be arranged for sick pensioners subject to valid assessment of need.

PTAD directs unpaid pensioners to lodge complaints  

The Pension Transitional Arrangement Directorate (PTAD), has directed Defined Benefit Scheme (DBS), pensioners yet to receive their April monthly pension, to send their complaints to its office.  

PTAD, on its official Twitter account on Wednesday, said that DBS pensioners who had not received their pension by the end of the week, to send a complaint, including name and bank account to complaints@ptad.gov.ng.  

“It has come to our attention that some pensioners with their accounts domiciled in First Bank and Guaranty Trust Bank PLC, have not received their April MP (Military Pension).  

“PTAD has finalised pension payment for all DBS pensioners, the delay to receive April MP is due to the closure of the payment gateway.  

“We have been assured this will be opened today and affected pensioners will receive their pension payments,” PTAD said its Twitter handle.
