Executive Orders on oil sector reforms excites NCDMB

Yenagoa, March 13, 2024: The Executive Secretary of the Nigerian Content Development and Monitoring Board (NCDMB), Mr Felix Ogbe has applauded President Bola Tinubu, for three Presidential Executive Orders targeted at reforming the Nigerian oil and gas industry.

The reforms aim at encouraging new investments in the sector, reducing contracting costs and timelines, and promoting cost efficiency in local content requirements.

The commendation was contained in a statement issued on Tuesday by Mr Dan Esueme-Kikile, General Manager, Corporate Communications at NCDMB.

The Executive Orders are the Oil and Gas Companies (Tax Incentives, Exemption, Remission, ETC) Order 2024, Presidential Directive on Local Content Compliance Requirements, 2024 (EO 41); and Presidential Directive on Reduction of Petroleum Sector Contracting Costs and Timelines, 2024 (EO 42).

According to the statement, the Executive Secretary who spoke  at the Nigerian Content Tower in Yenagoa, noted that the policy directives had reinforced the implementation of the Nigerian Oil and Gas Industry Content Development (NOGICD) Act.

The Executive Orders have codified the Service Level Agreements (SLA), which the NCDMB first introduced in May 2017 to fast-track approvals for the Nigeria LNG Limited Train 7 project, before expanding it to the entire industry after signing a Memorandum of Understanding (MoU) with the Nigerian National Petroleum Company Limited (NNPC Ltd) and five international oil-producing companies in September 2023.

Ogbe clarified that the Presidential Executive Orders did not whittle down the powers of the NCDMB or abrogate the schedule of the NOGICD Act.

According to him, the Executive Order 41 mandates the Board to ensure the patronage of local companies with domiciled proven capacities and capabilities to achieve cost competitiveness and project delivery within schedule.

He explained that Executive Order 42 reemphasized NCDMB’s obligation to fast-track approval processes as required by the SLA and section 23 of the NOGICD Act, which mandates the Board to review projects’ documentation within 10 days and advise the concerned operating company.

He assured that the Board would comply with the terms of the Presidential Executive Orders, insisting that the Board had always been pragmatic with its implementation of the NOGICD Act and mindful of the cost competitiveness of projects and schedules.

He maintained that the objectives of the Executive Orders and the SLAs were directed to shorten the oil industry’s contracting cycle to six months or less, engender speedy development of new projects, contribute to increased oil production, and improve the national economy.

He expressed delight that President Tinubu had put his stamp of authority on the noble objectives of the SLAs.

He commended Mr. President for acknowledging the giant strides recorded in Nigerian Content development, particularly the impressive capacities built by local oil and gas service companies in key areas of the industry and the substantial benefits that had accrued to the Nigerian economy and her citizens through local content implementation.

The NCDMB boss assured that the agency would continue to serve as a business enabler and maintain the recognition conferred by the Presidential Enabling Business Environment Council (PEBEC), which awarded the Board the most efficient agency amongst all Federal Government’s MDAs in 2022 and the PLATINUM rating by the Bureau for Public Service Reforms in recognition of the self-imposed reforms of Board’s processes.

We’ve achieved self-sufficiency in fabrication – NCDMB

Port Harcourt, Dec. 20, 2023: The Nigerian Content Development and Monitoring Board (NCDMB) says it has achieved self-sufficiency in indigenous fabrication and was already exporting fabrication capacity to other African countries.

NCDMB on Tuesday announced the conclusion of a 260,000 metric tonne project for Nigerian offshore oilfields by wholly indigenous expertise and manpower.

Mr Esueme Dan-Kikile, General Manager, Corporate Communications at NCDMB announced the feat at the 2023 Capacity Building Workshop for Media Stakeholders in Port Harcourt.

According to the Board, the country presently has excess fabrication capacity, adding that projects that would have been fabricated elsewhere in the world can now be conveniently domiciled in Nigeria following implementation of Nigerian Content policy.

Dan-Kikile explained that there was nothing in the oil and gas sector that needs to be fabricated in the world, which Nigerians do not have the capacity to handle.

He said that Local Content in the Nigerian Oil and Gas sector is currently at 54 per cent, adding that the Board’s new leadership under the new Executive Secretary, Felix Ogbe hopes to grow it to 70 per cent by 2027.

He emphasised the media’s importance in advancing local capacity development and urged them to scrutinise the NCDMB‘s Nigerian Content activities for greater effectiveness.

He said, “Part of the Nigerian Content 10-year plan is to ensure that there are key fabrication centres in Nigeria, and we have surpassed that target. Our plans was to be able to meet over a hundred metric tonnes of fabrication in-country, but as we speak we have over 260,000 metric tonnes of fabrication in-country.

“So we have exceeded the plans we had in place. As we speak there is excess capacity in fabrication. Some of our companies in Nigeria (PETAN) are now working outside the country, particularly in Senegal and other West African countries.

“In terms of human capacity, we have Nigerians who have the ability to sit in leadership positions in the entire oil and gas industry value chain, and that is already happening. We are not looking at 100 per cent now because we still need activities that will be done outside in terms of investors interest.”

Also, Mr Omomehin Ajimijaye, NCDMB’s General Manager, Research, Statistics and Development,,  said that the Board was using Research and Development (R&D) to drive growth of Nigerian Content

According to him, the board has set aside a $50 million R&D Fund and has established R&D Centres of excellence in five  Universities across Nigeria and urged Nigerian researchers to draw from the fund.

He assured that the board will continue to facilitate the acceptance of products of indigenous researched and developed that meet industry standards, as part of its efforts to developing enhancing local capacity

“We at NCDMB give them that assurance that if you are able to do your research, and develop your products, that will help the industry, we will push your products to be used in the industry and given right of first refusal,” he said.

He said as part of NCDMB efforts, Nigeria was already exporting paints and cables used outside the country.

He listed the challenges facing research and development to include, skills gap, infrastructure gaps, access to data, policy gaps, research and Development culture.

Tinubu appoints management team for NCDMB

Abuja, Dec. 8, 2023: President Bola Tinubu has approved the appointment of qualified Nigerians to serve on the Governing Council and Management team of the Nigerian Content Development and Monitoring Board (NCDMB):

NCDMB, others top PEBEC 2023 Executive Order Compliance

Abuja, Oct. 24. 2023: The report  by the  Presidential Enabling Business Environment Council (PEBEC) on the compliance with the Executive Order on Transparency and Efficiency in the Nigerian Business Environment shows that the Nigerian Content Development Board (NCDMB) emerged first with 83.06 per cent.

The report showed that the Standards Organisation of Nigeria (SON), and the Nigerian Agricultural Quarantine Service came second and third with 82.85 and  69.85 per cent, respectively.

Others are the Nigerian Electricity Management Services Agency and the Corporate Affairs Commission (CAC) which secured the fourth and fifth positions, scoring 67.99 and 64.01 per cent respectively.

The Special Adviser to the President on PEBEC, Dr Jumoke Oduwole, said this while addressing journalists, during a stakeholder sensitisation session and presentation of its latest report, on Monday, in Abuja.

Oduwole said the report which spanned January to June 2023, had the agencies ranked on the basis of efficiency compliance.

She said the report assessed their ability to provide timely, cost-effective, and customer-friendly services, adding that their transparency assessment was also taken into account during the ranking process.

Oduwole, however, stressed the need to check Ministries Departments and Agencies (MDAs) to ensure they comply with the Federal Governments Executive Order Report.

According to Oduwole, the report fulfills the council’s continued commitment to track compliance with the Executive Order on promoting Transparency and Efficiency in the Nigerian business environment.

She said the PEBEC’s aim of monitoring MDAs was to facilitate easy access to public records and to combat corruption in the country.

She urged MDAs to leverage the findings in the report to deliver the much-needed improvement in transparency and efficiency of public service delivery.

According to her, this will help to improve the Nigerian business environment and drive the economy.

“The ease of doing business intervention is an enabler. This is where public and civil servants deliver the actual work and the PEBEC is a facilitator.

”We help them to track what they’re doing, we encourage, coach and help them operate their service levels. And all of this is made public.

“It is a cumulative report. Agencies that have been consistent, are rewarded and agencies that have been consistently negative in performance, they keep getting those zeros as you see in the report.

“We also reward agencies who have improved. The report that we released today is for January to June 2023. This was even during a change of administration, because government is a continuum,” she said.

According to her, agencies that have been consistent are to be highly commended for their diligence regardless of what is happening politically.

Oduwole said: “As you know, the work that we are doing is to make it faster, cheaper for businesses to engage with public sector.

”We don’t have to come to an office four times to do the same thing. You don’t have to come phoning and they will say, this list is not complete; come today, come tomorrow.

“This is also a way to check corruption, because we’re looking at automation, we’re telling them automate your processes, so not NAFDAC, SON, CAC, FIRS you see we give a lot of credence to agencies that are using technology.”

The PEBEC 2023 Executive Order Compliance Report assesses the level of implementation of the various executive orders issued by the government to facilitate ease of doing business in Nigeria.

The report, however, includes an evaluation of both federal agencies and state governments in their adherence to the directives outlined in the executive orders.

NCDMB commits to oil, gas mandate implementation

Abuja, July 11, 2023: The Nigerian Content Development and Monitoring Board (NCDMB) has reiterated its commitment to ensure full implementation of the Nigerian Oil and Gas Industry Content Development (NOGICD) Act 2010.

The Executive Secretary of the Board, Mr Simbi Wabote, said this at the 2023 Nigerial Oil and Gas (NOG) Energy Week on Monday in Abuja.

The conference was themed: “Nigerian Content Role in Achieving Energy Security.”

Wabote said the implementation of the Act would help to drive development and utilisation of in-country capacities.

He said the NOG conference would continue to serve as an excellent platform to provide clarity, expositions, tips, and guidance to industry practitioners on the provisions of the NOGICD Act (2010).

He said it aimed to provide ministerial regulations, guidelines, tools and initiatives such as the Nigerian Content Equipment Certificate (NCEC), the Nigerian Content Intervention Funds (NCIFund) and Expatriate Quota, among others.

”We believe this will provide a good basis to facilitate the understanding of one of the key enactments guiding the oil and gas industry in Nigeria.

”We have selected three processes and initiatives for a deep dive during the panel sessions which are the NCEC, the NCIFund, and the HCD Guidelines.

”We aim to provide you the information needed on these selected topics, get feedback on faced challenges, and provide guidance on steps to resolve the challenges free of charge,” he said.

The executive secretary also dwelt on the functions of the Board as stipulated in Section 70 of the NOGICD Act.

This, he said, would serve as a refresher for some of the participants while also providing clarity on misconceptions about some of the board’s interventions.

Wabote said the board had embarked on several initiatives to assist local contractors and Nigeria companies to develop their capabilities and capacity.

”This will ensure further attainment of the goal of developing Nigerian content in the oil and gas industry.

”The board have been able to implement all these projects because of prudent management,” he said.

NCDMB lists key investment opportunities for oil, gas firms

Yenagoa, May 19, 2023: The  Nigerian Content Development and Monitoring Board, (NCDMB) has unveiled five key investment areas in the Nigerian oil and gas sector that can be taped to deepen investments and boost Nigerian economy.

The Executive Secretary of the NCDMB, Mr Simbi Wabote, stated on Friday at a two days and fourth edition of the Nigerian Nigerian Oil and Gas Opportunity Fair held in Yenagoa, the Bayelsa capital.

The event was attended by the Group Chief Executive Officer of the Nigerian National Petroleum Company Ltd, Mr Mele Kyari, representative of the Governor of Bayelsa, Commissioner for Mineral Resources, Mr Ebiere Jones amongst others.

Wabote, stated that the theme: ” Oil and Gas Industry Catalyst and Fuel for the Industrialization of Nigeria.” reflects the pivotal role that the oil and gas industry is expected to play in driving the economic growth and development of Nigeria.

The Executive Secretary,  said in recent times, the role expected of the oil and gas industry has been dwindling due to missed opportunities as a result of policy inconsistencies, deferred decisions, and investments apathy.

He recalled that in 2022, the oil sector contribution to economic growth dropped behind Agriculture, Trade, Telecommunications/ICT, and Real Estate.

According to him, these are signs of a dying sector, stating that stakeholders must all join hands to stop the decline, so that the country can return oil and gas contribution to GDP to double digits levels similar to other major oil producing countries.

Wabote, added that it is with this understanding that the Board designed Nigerian Oil and Gas Opportunity Fair (NOGOF) with the objectives to showcase opportunities in the Upstream, Midstream and Downstream sectors of the Petroleum Industry.

He also added that there is the need to identify high impact activities with potential for in-country value addition with a 5-year outlook to deepen the practice of Nigerian Content.

Wabote, gave the five areas where investors can take advantage of as: policy-driven opportunities, people-driven opportunities, fund-driven opportunities, infrastructure-driven opportunities and situational opportunities.

He said the opportunities-driven by policies, guidelines, regulations, and statutes are attractive to investors as there is clarity on the framework governing their business endeavours.

“For instance, in 2021, Mr President declared the Decade of Gas which among others seek to stimulate the development and utilisation of gas resources for increased domestic utilisation and export towards generating more revenue for the nation.

“Other policies such as the automotive gas policy advocates for the use of CNG as an alternative fuel for vehicles and this has also created a vista of opportunities in the supply and installation of conversion kits in vehicles to enable it use of CNG.

“Several industries have also installed kits to enable their power generating plants to utilize CNG and in some cases LNG instead of diesel to manage cost.

“These policy initiatives have led to creation of several businesses and a surge in local utilisation of gas.

“For example, the annual consumption of LPG increased from 360,000 tonnes in 2015 to 1.4 million tonnes in 2022,” he said.

NCDMB seeks agenda-driven partnership on research development

The Nigerian Content Development and Monitoring Board (NCDMB) has called for agenda-driven partnership to achieve common vision on Research and Development (R&D) delivery in the oil and gas industry.

The board emphasised the need to attract sustainable funding as a major tool needed for R & D, innovation and entrepreneurship to create value in the Nigerian oil and gas industry.

Mr Abdulmalik Halilu, the General Manager, Research, Statistics and Development Division, NCDMB made the call on Wednesday in Abuja at a Nigerian content capacity building workshop for media stakeholders.

The workshop has its theme as “Enhancing Media Competencies to Support Nigerian Content in a Gas Economy’’.

He said the Nigerian Oil and Gas Industry Content Development (NOGICD) Act 2010 established NCDMB as the sole agency of Federal Government responsible for driving Nigerian Content in the oil and gas industry.

According to him, the oil sector is a global business that does not compromise standard, hence there is need to ensure optimal capacity and utilisation of specified schedule to achieve local content standard.

He said its 10-year R&D roadmap anchored on eight success pillar for systematic development research and innovation, thereby underscored the need to have competitive and well-structured research and development system.

Halilu said the roadmap was aimed at developing and maintaining healthy pipelines of competent researchers and translating research results into products and services that would be deployed for industry application.

He said its goal was to have an effect on  inclusive, transparent, solution and demand driven R&D governance structure to drive its delivery.

He said the essence of making provision of it in the act was to ensure R&D ecosystem, which captured the needs of the industry was driven by research.

He underscored social media’s relevance in identifying professionals, sources of data, literature review, data collection, pitching, product validation, dissemination of research findings.

“There is need for research and documentation dialogue providing a networking platform for project promoters, researchers, and regulators to dialogue on imperatives of enabling R&D ecosystem to National development.

On information sharing, he encouraged using various media platforms to share information on reearch breakthroughs with high prospects of commercialisation.

He listed five sponsored R& D excellence centres of the board located in five institutions to include Federal University of Technology Minna, Federal University of Technology Akure, Niger Delta University, Bayelsa, Federal University of Technology Owerri and Modibbo Adamawa University of Technology, Yola.

Mr Ahmed Sa’id, Faculty Head, Kaduna Media Academy also exposed the media practitioners on Journalism Entrepreneurship tagged: “Beyond the Bylines: Leveraging to Earn More’’.

The workshop featured other presentations including ‘Linking business journalism to community concerns’’ by Mr Chido Nwakanma, an Adjunct Faculty, Pan Atlantic University and remarks by Mr Obinna Ezeobi, the Chief Supervisor, Corporate Communications, NCDMB.

10-year strategic roadmap increases content in oil, gas industry – NCDMB

The Executive Secretary of Nigerian Content Development and Monitoring Board (NCDMB), Mr Simbi Wabote, said the launching of its 10-year Strategy Roadmap is aimed at increasing Nigerian Content in the oil and gas industry to 70 per cent by 2027.

Wabote said this in his keynote address at the 11th Nigerian Content Forum (NCF), with the theme “Deepening the Nigerian Content Opportunity in the Decade of the Gas”, in Uyo on Tuesday.

He said since the launching of the Strategic Roadmap, the board is proud of the achievements realised in the last five years in spite of the general and specific challenges faced across the oil and gas industry locally and globally.

“We are now midway into the 10-year Strategic Roadmap and we are back here to provide feedback on the journey so far in our quest to deepen Nigerian Content in the Nigerian oil and gas industry.

“Since 2018, our objective has always been to give status report of the various initiatives to industry stakeholders using the annual forum as a key platform.

“We are proud of the achievements realised in the last five years despite the general and specific challenges faced across the oil and gas industry locally and globally.

“It is gratifying that the push for Nigerian Content as envisaged in our 10-year Strategic Roadmap has continued to yield results in the last five years,” he said.

He said that Nigerian Content level in the Nigerian oil and gas industry was 54 per cent based on “our monitoring and evaluation of industry activities which bring the average in the last five years to 44 per cent Nigerian Content level”.

The executive secretary added that out of the 96 initiatives under the strategic roadmap, the board had completed 77 initiatives, largely under the short- and medium-term categories as at November 2022.

In his goodwill message, the Group Managing Director (GMD) of the Nigeria National Petroleum Company (NNPC), Mr Mele Kyari, said NNPC has concluded plans to fix the Trans-Morocco Pipelines from Nigeria across 11 countries for onward transmission to the rest of the world.

Kyari expressed the hope that the investment, when completed, would engender prosperity in Nigeria and other partner countries.

He said that the importance of gas as the major driver of the world energy needs could not be over emphasised, adding that the importance of energy transition is hinged on effective and seamless transformation for efficient utilisation.

“Gas resources provide the opportunity to power the global economy in a sustainable manner because gas is the enabler of energy transition.

“That is why we are focusing with our partners to make sure we create the necessary infrastructure to bring gas on the surface, process it and convert it to the value it can give.

“Therefore, in deepening gas utilisation, we decided to focus on in-country utilisation, and that’s critical to us,” Kyari said.

Declaring the event open, Gov. Udom Emmanuel of Akwa Ibom, said the theme of the conference is apt because it draws attention to gas utilisation while fostering the growth of Nigerian Content Implementation within the energy industry.

Emmanuel, who was represented by the Deputy Governor, Mr Moses Ekpo, said since there had been global shift from fossil fuel to renewable energies, industry players in the country have to continually engage in discussions to ensure that the country is ready for this transition.

“The theme of this year’s meeting draws attention to gas utilization, while fostering the growth of Nigerian Content Implementation within the energy industry.

“It will also help in assessing our commitment as a nation to contribute to the development of the petroleum and energy industry,” Emmanuel said.

Emmanuel said that State Government is making concerted efforts in promoting local content in industrialisation drive which has led to massive training of indigenes outside the country to enable them manage critical operations in Aviation, Health, and Manufacturing.

NCDMB emerges best MDA in ease of doing business ranking

The Nigerian Content Development and Monitoring Board (NCDMB) has been adjudged the best among all Ministries, Departments and Agencies in the country in the latest Executive Order (EO1) performance ranking for Ease of Doing Business from January to June.

The report is compiled by the Presidential Enabling Business Environment Council (PEBEC), under the office of the Vice President, Federal Republic of Nigeria.

A statement posted on the board’s website on Wednesday said NCDMB came tops with 81.48 per cent, according to the report, released officially on Tuesday in Abuja.

The statement said PEBEC was established in 2016 by President Muhammadu Buhari to address bottlenecks and bureaucratic constraints to executing business in Nigeria.

According to the statement, the implication of this performance ranking shows that NCDMB has delivered service in a quality, efficient and effective manner in the past six months to its diverse stakeholders.

It said over the years, the board had moved from the 27th position in 2019 to being the most improved MDA in the country and the third position in 2020, and presently the first in the country.

Commenting on the report, the Executive Secretary of NCDMB, Mr Simbi Wabote explained that the “trend of the positions the board has been ranked shows the impressive level of work we have put into delivering quality service over the years.

“With the right attitude, training, and support, we have achieved the number one spot.

“We would not rest on our oars and we will continue to give our utmost best and commitment to delivering quality service to our stakeholders and also explore areas of improvement.”

Wabote thanked the NCDMB’s employees for their efforts in accomplishing the target he had set in June 2021 when he signed the Board’s SERVICOM Service charter.

He disclosed that the board signed Service Level Agreements (SLAs) with key stakeholders in the oil and gas sector to ensure promptness and effectiveness in the delivery of its statutory responsibilities.

Wabote said: “At some point, we challenged the oil and gas industry that we have a 15-day rule that anything they send to us and they do not get a response within 15 days, they should assume that it has been approved.

“Nobody has been able to take us to task on it because we meet the SLA that we signed.”

NCDMB to host local content investment forum

The Nigerian Content Development and Monitoring Board (NCDMB) has announced plans to host the Africa Local Content Investment Forum (ALCIF) to foster sustainable funding of Africa oil and gas projects.

The forum is scheduled to hold in Lagos on March 7.

Speaking ahead of the forum, Mr Simbi Wabote, Executive Secretary, NCDMB, in a statement on Saturday said energy transition agenda was posing new challenges to Africa.

This, he said was in its quest to develop without dependence on finance, technology, and manpower from other geographical locations.

Wabote said the forum would provide a platform for African leaders in the oil and gas industry, financial sector, regulators, and regional bodies to meet and shape the industry’s future in Africa amidst energy transition realities.

Wabote stated that the forum would elevate Africa’s indigenous oil producers and national oil companies as the next generation of project producers involved in equity financing of exploration and field development activities.

He said it would also position Africa’s oil and gas service companies as funding blocks for research and development of technology required for exploration and production operations.

He further said that it would position Africa’s financial institutions as providers of debt financing for oil and gas projects.

“The ongoing global energy transition is driving most International Oil Companies (IOCs) to declare commitments to reduce carbon emissions thereby scaling down investments in hydrocarbons development in favour of expanding renewable portfolios.

“Leading global financial institutions are also reducing or eliminating portfolio allocations to oil and gas projects,” he said.

The Board’s sponsorship of the forum is in furtherance of the Nigerian Content 10-Year strategic Roadmap.

This, Wabote said had a key aspiration to promote Local Content across the African continent and ensure access to market for oil and gas capacities that have been developed locally.

He further noted that the Board had consistently provided guidance to several African countries on the implementation of local content policies in their jurisdictions.

According to the organisers, the local content policy which has been implemented successfully in the Nigerian Oil and Gas Industry offers the most appealing economic development models for self-reliant and resilient African economy.

Africa accounts for eight per cent of the world’s hydrocarbon reserves, with an estimated 126.388 billion barrels equivalent.

The continent contributes three per cent of global Gross Domestic Production (GDP) despite having a population of over 1.373 billion people and being the second largest and second-most-populous continent on earth.

Analysts believe that the continent has the human resource base to leverage its hydrocarbon, minerals, and other natural resources to improve its GDP contribution.

Expected at the event are delegates from 18 countries – mostly from the African Petroleum Producers Association (APPO), 140 financial institutions, and 400 participants from around Africa.

The event is being facilitated by the Heritage Times and has its theme as “Developing a Pan African Strategy towards Sustainable Funding of Africa Oil and Gas Projects”.

The ALCIF is a sequel to the First African Local Content Roundtable hosted by the Board in June 2021 at the NCDMB Towers in Yenagoa, Bayelsa State.
