Tinubu meets Chevron’s leaders, unveils plans for oil, gas sector

Abuja, Jan. 24, 2024: President Bola Tinubu says his administration will continue to provide the needed interventions in the oil and gas industry in line with the Petroleum Industry Act (PIA).

He disclosed this on Tuesday in Abuja when he received a delegation from the Chevron Corporation, led by Mr Clay Neff, President of Chevron International Exploration and Production.

Tinubu said Nigeria would strengthen its long-standing partnership with the multinational company in line with the evolving dynamics in the oil and gas industry.

The President welcomed Chevron’s commitment to build on its investments in shallow and deep water operations in Nigeria, noting the company’s ongoing 1.4 billion dollars drilling project with the Nigerian National Petroleum Company Limited (NNPCL).

He also commended Chevron for its dedication to reducing its carbon footprint in the country.

”You must see the PIA as a legacy law. We assure you of quick interventions and turnaround on any issue you may have in your operations in our country.

”Nigeria is proud of the 60-year partnership with Chevron, and we believe this partnership will be strengthened to add mutually-beneficial value for the benefit of your shareholders as well as the living standards and economic opportunities of our population,” he said.

In his remarks, Neff pledged that the company would continue to operate in full adherence to the highest standards, even as it meets its investment commitments in Nigeria.

He highlighted the company’s contributions to domestic gas supply, noting the delivery of 25 per cent gas through a joint venture with NNPC Limited.

He also said Chevron was scaling up its investments in the country with its recent efforts in a new phase of development.

The phase include the conversion, under the Petroleum Industry Act, of all the NNPCL/Chevron Nigeria Limited Joint Venture (JV) Oil Mining Leases (OMLs) and Agbami OML 127 to Petroleum Mining Leases and Petroleum Prospecting Licences (PPLs).

The other is entry into OPL 215 block to boost deep-water development opportunities; signing of 20-year renewal of three deepwater leases; commencement of seismic data acquisition in several deepwater leases and commencement of life extension work on the Agbami project.

He said they also, in partnership with NNPCL, are securing 1.4 billion dollars financing to fund the NNPCL/CNL JV infill drilling programme between 2022 to 2026, which includes the drilling of 37 wells in the shallow offshore and onshore Escravos area and associated facilities.

Neff added that Chevron’s average annual tax and royalty remittances over the past three years had reached 3.4 billion dollars.

”The bold steps you have taken since you assumed office are quite impressive. We are encouraged by our partnership of over 60 years, and we look forward, God willing, to continue that partnership for many decades to come.

”We are also looking at other opportunities as well, while operating with the best environmental practices.

“We will continue to grow our traditional oil and gas business because we know the countries where we operate are in need of those products, and the world needs those products,” he said.

Chevron Australia LNG workers to resume strike as deal talks fail

Sydney, Oct. 17, 2023: Workers at Chevron Australia’s Liquefied Natural Gas (LNG) facilities are expected to resume their strike on Thursday, even though talks between the unions and the energy giant failed in the deal-finalisation phase.

The Offshore Alliance (OA), a coalition of the Australian Workers’ Union and the Maritime Union of Australia, announced on Sunday on social media.

It announced that 410 members voted in a secret ballot with 91 per cent support of kicking off a protected industrial action (PIA) on Thursday.

In a statement on the industrial action, a spokesperson from Chevron Australia expressed extreme disappointment over the voting result.

Together, Chevron Australia’s Gorgon and Wheatstone projects have the capacity to produce 24.5 million tons of LNG per year.

Since Sept. 8, around 500 union members’ at all three West Coast facilities have commenced an industrial action.

This could threaten seven per cent of the world’s LNG supply, according to the Australian Financial Review.

Chevron continues to partner with Nigeria for socio-economic development

Lagos, Oct. 3, 2023:  Chevron Nigeria says it has continued to make significant investments in Nigeria including generating socio-economic development in several communities across the country in its six decades of operation.

Its Chairman and Managing Director (MD), Mr Rick Kennedy, made this known in a statement on Sunday in commemoration of Nigeria’s 63rd Independence Day.

Kennedy said that the company strove to build lasting relationships to help enable human progress now and into the future.

According to him, Chevron Nigeria has been successful in leading and investing in some major initiatives in the Nigerian oil and gas industry.

“These include the development of the Deep Water Agbami project which has produced over one billion barrels of oil.

“The development of the Escravos Gas Processing facility to enable the reduction of flares and be the largest supplier of on-spec domestic gas in Nigeria.

“Also, the development of the Escravos Gas-to-Liquids facility to reduce gas flaring and produce high quality diesel,” he said.

The MD said also, that Chevron companies in Nigeria had developed and imbibed the Local Nigerian Content development philosophy well before the enactment of the Nigeran Oil and Gas Industry Content Development Act (“NOGICD Act”) in April 2010.

He said that Chevron had helped in building the capacities of several Nigerian businesses by providing training, contracts and procurement opportunities to Nigerians on all projects in our operations.

“For the last 10 years, one of the Chevron Nigeria companies, Chevron Nigeria Limited has spent an estimated annual average of $1 billion on Nigerian suppliers and service providers.

“Chevron does all these, not because it is compelled to, but because it is the right thing to do,” Kennedy said.

Also, Chevron Nigeria’s General Manager, Policy, Government and Public Affairs, Mr Esimaje Brikinn, said that Chevron Nigeria’s focused on helping to engender the development of communities in the Niger Delta.

According to him, this is through the erstwhile Global Memorandum of Understanding (GMoU) a community-driven, participatory partnership model for community engagement pioneered by Chevron Nigeria in 2005.

“Through the GMoU, we provided funds to execute hundreds of projects in the communities where we operate in the Niger Delta region.

“This has led to social investment projects benefitting over 600 communities in the Niger Delta area. “We will be leveraging our experience with the GMoU in the implementation of the Host Community Development Trust provisions of the Petroleum Industry Act, ” Brikinn said

Communities picket Chevron Yard in Escravos

Hundreds of residents of Ugborodo Community in Warri South-West Local Government area of Delta on Wednesday besieged the Chevron Yard in Escravos, protesting against alleged insensitivity of the oil company to their plights.

The protesters were drawn from Ode-Ugborodo, Ogidigben, Ajudaibo, Madangho and Ijaghala Communities under Ugborodo Federated Communities.

The aggrieved protesters, both young and old, were led by the Eghare-Aja of Ugborodo, Mr Daniel Uwawah.

They were armed with placards of various inscriptions such as: “We want our PIA as host communities Ugborodo”; “Enough of Chevron Divide and Rule Policies”.

“All local content contracts must be brought to the community through the appointed organ”; “Ugborodo Community demands frequent and regular engagement with Chevron”, among others.

In his remarks, Mr Terry Atete, the Igbajoh of Ugborodo Community, who spoke on behalf of the Eghare-Aja, said that the federated communities had written several letters to the oil company for dialogue in line with the Petroleum Industry Act (PIA), 2021.

The Act is one of the most audacious attempts to overhaul the petroleum sector in Nigeria.

It seeks to provide legal, governance, regulatory and fiscal framework for the Nigerian Petroleum Industry.

If implemented diligently, the PIA will help facilitate Nigeria’s economic development by attracting and creating investment opportunities for local and international investors.

Atete said that since inception of Eghare-Aja, the Ugborodo Community had also written to Chevron on the Act, concerning the award of contracts and employment.

According to him, the company had deliberately refused to address their grievances.

“We are faulting the PIA process. We are saying that Chevron should come directly and dialogue with our community in line with the PIA Act.

“We are not going to accept it until they come and dialogue with us.

“We will not relent until Chevron comes and dialogue with the host communities, which made up Ugborodo,” he said.

Also, Mrs Oritsematosan Nuko, a Woman Leader in Ugborodo Community, appealed to Chevron and the Federal Government to come to the rescue of the community and shore up the area.

Nuko said that indigenes of the community were almost being chased away by tidal flood.

She, however, urged Chevron to heed to the call and address the demands of the community.

Nuko said the oil company should come forward for a dialogue toward addressing the lingering challenges confronting the federated community, including unemployment and award of contracts.

Commenting, a Chevron member of staff, who pleaded anonymity, said that all the issues raised by the aggrieved protesters, were already being addressed at the company’s headquarters in Lagos.

Chevron relocates logistics base from Onne to Warri

Chevron Nigeria on Wednesday confirmed relocation of its base for logistics support activities from Onne Shore in Rivers to Warri and Escravos in Delta .

Chevron’s General Manager, Policy Government and Public Affairs, Mr Esimaje Brikinn, made the confirmation in Lagos on Tuesday.

According to Brikinn, the migration of Chevron’s shore base from Onne to Escravos and Warri is to enable the oil gaint to consolidate its base operations and reduce its operational footprints.

“This will help in reducing Chevron’s operating cost and increasing efficiency for business sustainability.

“Chevron will continue to conduct its operations reliably and efficiently, while working with the Federal and State Governments towards the development of the oil and gas industry and the Nigerian economy,” he said.

Ogu Youth Congress on Tuesday threatened to paralyse operations at Onne Port of oil giant if it proceeded with plans to move its logistics base out of the Onne Oil & Gas Free Zone.

Comrade Taripakaye Gbobbo, President of the congress in a statement said the planned relocation of the base from the Onne Oil & Gas Free Zone would lead to severe economic hardship for the host community.

“The operation of Chevron in our community has helped us a lot because our people are being employed and earning salaries.

“If Chevron leaves this facility now, it will bring back hunger and increase poverty in the community.

“We are opposed to Chevron leaving this facility and besides, our place is peaceful now. There is no crisis, no militancy; so they cannot say they are leaving because of insecurity.

“I will write a letter to the Nigerian Ports Authority via the Port Manager, informing them that if Chevron wants to leave this facility, we will not allow them to leave,” he said.

According to him, the group favours dialogue and constructive engagement and will not fold its arms and allow economic hardship to be foisted on “hapless families” as a result of the planned relocation.

Chevron confirms $1.4bn infill drilling financing programme

Chevron Nigeria Limited, operator of the joint venture between the Nigerian National Petroleum Corporation Ltd., and Chevron has secured a $1.4bn financing to fund for infill drilling programme to run from 2022 to 2026.

A statement by CNL’s General Manager Policy, Government and Public Affairs, Mr Esimaje Brikinn on Saturday, said the financing arrangement was executed on Nov. 30.

The project included the drilling of 37 wells in the offshore and onshore Escravos area.

According to the statement, the project will help to monetise reserves and increase production by arresting decline and supporting domestic gas supply.

The statement added that the project aligned with the NNPC/CNL JV’s lower carbon ambitions and helps support a lower carbon future through increased gas resources for commercialisation.

“The NNPC/CNL JV recognises the strategic imperative to supplement funding of the NNPC/CNL JV operations to enable high impact projects that can deliver near term production.

“The NNPC/CNL JV is one of the largest producers and investors in Nigeria.

“CNL has operated in Nigeria for more than 60 years and the firm said it was still committed to supporting the country in developing its energy resources for the benefit of its people.

“CNL puts people at the center of the energy conversation because it understands that the well-being of people everywhere depends on energy – energy that is affordable, reliable, and ever cleaner to enable human progress,” the statement added.

Chevron commits to Nigeria’s zero emission goal

Chevron Nigeria Ltd. has restated its commitment to take deliberate actions in ensuring that the country attain its net zero carbon emission goal by 2060.

Mr Victor Anyaegbudike, Communications Manager, Chevron Nigeria and Mid-Africa, said this at the Nigerian-American Chamber of Commerce (NACC) breakfast meeting in Lagos on Tuesday.

President Muhammadu Buhari, at the COP26 climate summit in Glasgow in November 2021, pledged that the country would reach net zero emissions by 2060 to save the environment.

Anyaegbudike said that Chevron had taken steps before Nigeria’s decade of gas declaration which resulted in achieving 95 per cent reduction of gas flaring for environmental sustainability.

He said that gas which would have been flared, was now being gathered via a pipeline for purification and commercialisation purposes.

“Chevron has done a lot to reduce gas flaring and it is impacting the communities to achieve 100 per cent zero flaring soon and stop the associated health hazards,” he said.

Anyaegbudike said that Chevron via its social investments programme would continue to effectively impact environmental, community and policy matters.

He noted that the company’s Global Memorandum of Understanding continued to provide sustainable approach to stakeholders’ engagement, conflict resolution, reputation management and peace building.

According to him, the company has achieved 16 years of community development, with over 400 communities impacted and over 600,000 beneficiaries.

He added that the company was at the forefront of fighting HIV/AIDS and was very committed to the highest standard of environmental conservation practices in Nigeria and throughout its global operations.

NACC President, Dame Adebola Williams, said that Chevron had for several decades operated successfully as a joint venture partner with the Nigerian National Petroleum Corporation for onshore and offshore operations particularly in Niger Delta.

Adebola was represented by Mr Thomas Osobu, Deputy President, NACC.

She said that the company had partnered the United States Agency for International Development and the Niger Delta Partnership Initiative (NDPI) to address socioeconomic challenges in the Niger Delta region.

“The Foundation for Partnership Initiatives in the Niger Delta is also incorporated in Nigeria to implement and support the programmes.

“In 2014, Chevron committed an additional $40 million in funding to the NDPI through 2019.

“Thus, Chevron has contributed significantly in its past and existing social investment efforts by focusing on one strategic objective; achieving a peaceful, enabling environment for equitable growth, particularly in the Niger Delta as well as human capacity building initiatives for Nigerians as a whole,” she said.

Adebola added that Nigeria was in dire economic straits right now and all efforts to help rebuild the economy on the macro and micro scales would be welcomed and greatly appreciated.

Chevron affiliates win FIRS Awards for tax compliance

Two affiliates of US energy firm, Chevron, operating in Nigeria have been honoured by the Federal Inland Revenue Service (FIRS) with top tax compliant organisation awards.

They are Chevron Nigeria Limited (CNL), operator of the joint venture between the Nigerian National Petroleum Company Limited (NNPC) and CNL (NNPC/CNL JV) and Star Deep Water Petroleum Limited (STAR), operator of the Agbami field.

Mr Victor Anyaegbudike, Manager, Policy, Government and Public Affairs at CNL disclosed the development in a statement made available to the News Agency of Nigeria on Saturday.

The statement noted that the companies were recognized among the awardees for 2021 at the Second Annual National Tax Dialogue organized by the FIRS at the Presidential Villa on March 29.

It noted that the recognition was for the remarkable performance by the companies in remittance of various taxes.

“The award and recognition underscore Chevron’s commitment to compliance and high ethical standards in its operations.

“Chevron is committed to discharging its statutory fiscal obligations by ensuring strict compliance with all applicable Tax Laws and related regulations in the country,” the statement read.

The statement quoted Mr Esimaje Brikinn, CNL’s General Manager, Policy, Government and Public Affairs, who spoke on the development as saying that the award and recognition further affirm Chevron’s commitment to being a good corporate citizen in countries where it operates.

“One of our core values is integrity and trust. We are honest with ourselves and others and honor our commitments.

“We earn the trust of partners and stakeholders by operating with the highest ethical standards in all we do,” the statement quoted Brikinn.

Brikinn commended the FIRS for the recognition and assured that the company would continue to live up to its vision to be the global energy company most admired for its people, partnership, and performance.

Chevron contributes N26bn to projects in Ijaw communities

Chevron Nigeria Ltd. (CNL) said that it had contributed over N26 billion under NNPC/Chevron Joint Venture to the Egbema-Gbaramatu Communities Development Foundation (EGCDF) of Delta since 2005.

Mr Esimaje Brikinn, Chevron’s General Manager Policy, Government and Public Affairs, disclosed this during the inauguration and handover ceremony of one of the 11 projects executed by the EGCDF in Effurun, near Warri.

Brikinn was represented by Mr Sam Daibo, Chevron’s Area Manager Field Operations.

He said that the fund was released under it’s Global Memorandum of Understanding (GMoU) with the foundation to execute projects in the oil producing communities.

The general manager said that the fund had been invested in about 600 programmes, including scholarships as well as building of new schools, medical facilities and housing.

“I am happy to be part of the inauguration and handover of 11 infrastructure projects completed by the EGCDF under our GMoU.

“EGCDF, funded by the NNPC/CNL joint venture and partnering the Delta Government and other stakeholders has executed these projects to improve the quality of life of the people in the communities.

“These 11 projects inaugurated recently which includes: portable water, housing units and renovation of cottage hospitals among others, cost over N564 million.

“The greatest success of the GMoU is in meeting the objective of making communities take the driver’s seat in their own development,” he said.

Brikinn said that in partnership with stakeholders, the company would continue to work at improving the process that had been acknowledged as an industry best practice.

“Another area wher we seek stronger partnership through the GMoU is in the reduction of environmental degradatuin through oil theft and vandalism.

“CNL supports global efforts to reduce gas flaring and carbon emissions.

“In furtherance, we will continue to invest in our operations to improve environmental performance while working with industry to develop new innovations and best practices,” he stated.

The general manager thanked the Delta government for creating enabling business environment for CNL, smooth implementation of the GMoU and other social investment programmes.

He gave the assurance that CNL would continue to have honest and transparent relationship with the state government and the host communities.

Earlier in his address of welcome, the Chairman of EGCDF, Mr Jude Ukori, said the foundation had inaugurated 10 projects between April 15 and April 16, in Gbaramatu and Egbema kingdoms.

“Nevertheless, today being the grand finale, we are inaugurating the EGCDF secretariat complex gatehouse, landscaping and fencing.

“The project and others recently inaugurated are among the 17 projects awarded by this administration in September 2020, except those of Kokodiagbene and Adagbarasa which we inherited from the previous cycle.

“This administration is rounding up by the end of April. I must say that our source of funding remains CNL/NNPC joint venture.

“We honestly owe them an obligation to secure their facilities in our domian and provide enabling environment for their smooth operations,” Ukori said.

He thanked the state government for sustaining the GMoU and providing the enabling environment for the oil company’s operations.

Chevron moves to cut workforce in Nigeria

Chevron Nigeria Limited (CNL) has decided to reduced its staff strength in Nigeria 25 percent.

Although CNL explained that the move was caused by evolving negative operational environment in the energy sector, but decision has not found favour with the Petroleum and Natural Gas Senior Staff Association of Nigeria (PENGASSAN).

The oil firm said the development followed the evolving negative operational environment in the energy sector.

The workers of the oil firm under the auspices of the PENGASSAN on Friday in Lagos protested the looming sack of 600 employees.

Esimaje Brikinn, CNL’s General Manager Policy, Government and Public Affairs, in a response statement, noted that the 25 per cent job cut was to reposition the oil firm for greater efficiency and competitiveness.

The statement was, however, silent on the exact number of workers to be affected by the job cut, but said that 25 per cent of its workers will be sacked.

“CNL and its affiliates, confirms that it is reviewing its manpower requirements in the light of the changing business environment, while continuing to evaluate opportunities to improve capital efficiency and reduce operating costs.

“In this process, the company will be streamlining its workforce and improving service delivery and overall performance at all levels.

“This will increase efficiency and effectiveness, retain value, reduce cost, and generate more revenue for the Federal Government of Nigeria.

“It is important to note that all our employees will retain their employment until the reorganization process is completed,” he noted.

“CNL supports the Federal Government in its objectives and efforts to build a prosperous Nigeria. In the area of employment generation, the company has several social investments which are helping to provide employment for thousands of Nigerians,” the statement read in part.

He dismissed speculations that the exercise was to outsource jobs done by Nigerians to foreigners, adding that there are no plans to migrate Nigerian jobs outside the country.

He explains ”we have prospects for our company in Nigeria; however, we must make the necessary adjustments in light of the prevailing business climate; and we need everyone’s support to get through these tough times stronger, more efficient and more profitable, in order to sustain the business”.

He further stated that CNL is in alignment with both its Joint Venture partners, the NNPC, and the Department of Petroleum Resources (DPR) on the process.

“We are actively engaging our workforce to ensure they understand why this is being done. We will continue to consistently engage all relevant stakeholders, including the leadership of the employee unions as we continue this process of business optimization.

“At CNL, the welfare and safety of our workforce is one of our highest priorities.

“Making changes to the organization is never easy for anyone that will be impacted, but it is necessary to improve our ability to remain competitive in Nigeria.

“Reducing the cost and improving the efficiency of our operations is critical to generating more revenues for the Federal Government of Nigeria,” Esimaje said.
