\nFive of the six
\nPortuguese-speaking African countries are on the list of 44 states that
\nhave subscribed to the African Continental Free Trade Area (AfCFTA)
\nproject, which received a generally positive reception from civil
\nsociety.<\/div>\n
\nThe first step towards the creation of the AfCFTA was taken at the
\nend of March in Kigali, Rwanda, at the summit of heads of state of the
\nAfrican Union (AU), with the signing of an agreement that provides for
\nthe creation of a customs union similar to that of the European Union
\n(EU).<\/div>\n
\nAt the head of the signatories is Angola, who was represented at the
\nsummit by its president, Jo\u00e3o Louren\u00e7o, as well as Mozambique, also
\nrepresented by the head of state, Filipe Nyusi.<\/div>\n
\nAccording to Angolan economist Jos\u00e9 Carlos Costa, Angola, under
\nLouren\u00e7o\u2019s leadership, \u201cembraced this project with enthusiasm,\u201d in
\ncontrast with the position hitherto opposed to greater economic
\nintegration in the region.<\/div>\n
\n\u201cI would like Angola to embrace regional integration tomorrow and to
\nface a hemispheric integration in the medium term without any
\nreservations, and I, therefore, hope that the enthusiasm shown with the
\nsigning of the agreement in Kigali will have as its first consequence a
\nchange of position on regional economic integration,\u201d Costa wrote on his
\n website \u201cAngonomics.\u201d<\/div>\n
\nFrom the AfCFTA project \u201cthere will certainly be more positive than
\nnegative things, such as the cheaper import of products from other
\ncountries in the region and the expansion of markets for our already
\nexporting companies and the emergence of opportunities for those that do
\n not yet export,\u201d he added.<\/div>\n
\nFollowing the signing of the Kigali agreement, the Minister of
\nForeign Affairs and Cooperation of Mozambique, Jos\u00e9 Pacheco, stressed
\nthe importance of Africa \u201cto unite to do inter-African business.\u201d<\/div>\n
\nRwanda\u2019s Foreign Minister Louise Mushikiwabo said the agreement \u201chas
\nimportant economic implications for the African population, \u201cas it will
\nopen the market to 1.2 billion people with the possibility of generating
\n great wealth for the continent, accelerating investment, diversifying
\nthe economy and increasing trade.\u201d<\/div>\n
\nSignatories of the agreement include Equatorial Guinea, through its
\nprime minister, Francisco Obama Asue, S\u00e3o Tom\u00e9 and Pr\u00edncipe and Cabo
\nVerde (Cape Verde), represented at ministerial level.<\/div>\n
\nGuinea-Bissau was thus the only Portuguese-speaking country that did not sign the Kigali agreement.<\/div>\n
\nMoroccan think-tank OCP Policy Center, in a recent analysis of the
\nsigning of the agreement, stressed that the \u201ctranslation of vision into
\naction,\u201d will not be easy, not least because of the need to include
\nlarge economies such as South Africa and Nigeria, which are still
\nstudying their membership, but also to limit the exclusion of products
\nand to define rules of origin for them.<\/div>\n
\n\u201cAll African nations are also faced with the need to improve
\ntransport infrastructure to enable trade to take place. The larger and
\nricher economies, notably China, the European Union and the United
\nStates, have an interest in the success of the free trade zone and there
\n is much they can do to promote a favourable outcome,\u201d said the OCP
