\n — Even as the White House moves to unveil its\u2019 \u201cDeal of the Century\u201d
\nvision for Middle East peace, it\u2019s increasingly clear that that Arab
\nenthusiasm to partner with President Donald Trump on a
\nPalestinian-Israeli peace agreement is faltering.<\/div>\n
\nThe
\n central thrust of the plan \u2013 which Arab leaders have reportedly asked
\nthe Trump administration to withhold \u2013 is to focus first on an economic
\ndevelopment program for Gaza with similar incentives applying to the
\nWest Bank only if Palestinians concede permanent control over Jerusalem
\nwith large settlement zones for Israelis and a limited sovereignty
\narrangement that is several steps short of full independence.<\/div>\n
\nBut
\n after a year of shuttle diplomacy and multiple meetings with leaders in
\n Abu Dhabi, Riyadh, Amman and Cairo, American envoys Jared Kushner and
\nJason Greenblatt have failed to convince Egypt or other key Arab states
\nthat the U.S. can broker a fair solution.<\/div>\n
\n\u201cMost of
\nthe Arab world \u2013 including Egypt and Saudi Arabia \u2013 have rejected the
\nU.S.-proposed Deal of the Century,\u201d said Saad El Gammal, head of the
\nEgyptian parliament’s Arab Affairs Committee.<\/div>\n
\nEl
\n Gamal and other critics of the emerging deal say detailed planning for a
\n free trade zone or building power and desalination plants in Gaza
\nbefore tackling the political questions of Jerusalem, borders and
\nrefugees is side stepping core Arab concerns.<\/div>\n
\n\u201cTrump\u2019s
\n claims of ongoing support to the peace process are entirely false,\u201d
\nsaid El Gammal pointing to the administration\u2019s move of the U.S Embassy
\nfrom Tel Aviv to Jerusalem in May and American efforts this summer to
\nshut down UNRWA \u2013 the UN refugee agency assisting Palestinians in Gaza,
\nthe West Bank and Jordan.<\/div>\n
\nThe refugee quandary
\nemerged again last week amid reports that Kushner proposed that the more
\n than 2 million registered Palestinians living in Jordan no longer be
\nlisted as \u201crefugees,\u201d a word that implies a right to return to land
\ninside Israel.<\/div>\n
\nIt\u2019s
\n a disappointing turn around for Arabs who remember the May 2017 photo
\nop in the Saudi capital Riyadh where President Abdel Fattah El-Sisi of
\nEgypt, King Salman of Saudi Arabia and President Trump jointly grasped
\nan illuminated globe at an anti-terrorism summit.<\/div>\n
\nPresident
\n El Sisi had particularly high hopes to co-broker a Middle East solution
\n with the Americans, securing a good relationship with Trump and reaping
\n economic benefits from a new arrangement in the region that would place
\n Egypt at the center of a regional energy hub and attract international \u2013
\n especially Saudi \u2013 investment.<\/div>\n
\n\u201cWorking together
\nwe can find a solution to the problem of the century in the deal of the
\ncentury,\u201d Sisi told Trump in an April 2017 White House summit.<\/div>\n
\nBut peace seems as elusive as ever.<\/div>\n
\nOver
\n weekend, two Palestinians were killed by Israeli fire and another 60
\ninjured at a protest along the Gaza border amid ongoing Egyptian efforts
\n to broker a ceasefire.<\/div>\n
\nIsrael has faced a summer
\nlong assault from Gazans with incendiary kites and balloons burning
\nfields in farms bordering the Palestinian enclave that is also adjacent
\nto the Egyptian-controlled Sinai.<\/div>\n

\n continued escalation against unarmed civilians in the Gaza Strip and
\nthe tension it causes has dangerous implications for regional security
\nand stability, \u201csaid Egyptian Foreign Minister Sameh Shoukry after an
\nAug. 7 meeting with Greenblatt, a lawyer with 20 years of service in the
\n Trump Organization \u2013 and no prior diplomatic experience. \u201cThe basic
\nliving needs of Palestinian refugees cannot be separated from any
\nconcept of a lasting, fair, and comprehensive solution.\u201d<\/div>\n

\nShoukry\u2019s
\n sentiments are echoed in Jordan where UNRWA provides direct assistance
\nto 1.1 million Palestinians in 10 refugee camps whose population
\nincludes those who fled in the 1948 War that created Israel.<\/div>\n
\n\u201cThe
\n right of return of Palestinian refugees and the status of Jerusalem and
\n its holy sites, these are red lines for all of us,\u201d said Sadah
\nHabashneh, a member of parliament from the southern Jordanian city of
\nKarak. \u201cIt is impossible for Jordan to be party to such an agreement, as
\n it will be the most harmed by the so-called ultimate deal.\u201d<\/div>\n
\nIn
\n July, the U.S. State Department released nearly $200 million of
\nmilitary aid for Egypt withheld previously over human rights concerns, a
\n move that has tempered the official critique in Cairo of the
\nKushner-Greenblatt plan.<\/div>\n
\n\u201cOur policy regarding the
\n“deal of the century” is clear,\u201d said El Sisi in a July 29 speech at
\nCairo University. \u201cWe say (Israel should pull back to) the pre-1967
\nborders and a Palestinian state should be established with East
\nJerusalem as its capital, and I just want to tell you that we are
\nquietly playing this (peacemaker) role with the parties on that issue.\u201d<\/div>\n
\nBut
\n reluctance to accept Egyptian efforts to mediate a truce between the
\nnationalist PLO administration in the West Bank and Hamas \u2013 the Islamist
\n faction \u2013 is an ongoing source frustration for Cairo where security
\nofficials have tried to support a return of the Palestinian Authority to
\n Gaza.<\/div>\n
\nEgypt has failed to bring the different
\nPalestinian factions together in a series of \u201creconciliation talks\u201d
\nsince Deal of the Century plans first emerged after Trump\u2019s election.<\/div>\n
\n\u201cIt\u2019s
\n obvious that what the U.S. and Israel mean by reconciliation is not
\nwhat Egypt means,\u201d said Mohamed Gomaa, a researcher specializing in
\nPalestinian affairs at Al Ahram Center, a Cairo think tank close to the
\nEl Sisi administration. \u201cIsrael wants to see the Palestinian center of
\ngravity move to the Gaza Strip and establish a long-term functional
\nsharing of the West Bank. But Egypt wants a Palestinian national unity
\ngovernment operating between the West Bank and the Gaza Strip.\u201d<\/div>\n
\n<\/div>\n
\nMeanwhile,
\n earlier this month, the National Security Council began canvassing the
\nState Department and other U.S. government agencies seeking volunteers
\nto join the Kushner- Greenblatt Mideast peace team as they move to
\npublicly announce details of their plan already shared with Arab
\nleaders.<\/div>\n
\n<\/div>\n
\nBut these efforts are not going to raise the dim view of the \u201cdeal\u201d
\npervades the hookah cafes and television talk shows regionwide.<\/div>\n

<\/p>\n

\n\u201cSo
\n far, no one has come out to tell us the full details,\u201d said Ahmed
\nAbdeen, a 31-year-old Cairo political commentator and frequent guest on
\nthe Al Araby TV satellite channel. \u201cBut it looks like a quasi-state for
\nthe Palestinians that legalizes the Israeli occupation.\u201d<\/div>\n

\n mediation means neutrality to help reach a solution,” he added.
