\nAfrican Development Bank (AfDB) reports
\nthat infrastructure development growth on the continent has slightly
\nimproved between 2016 and 2018.
\n<\/u><\/u><\/div>\n
\n<\/u> <\/u><\/div>\n
\nAccording to the bank\u2019s Infrastructure Index (AIDI), 
\nthe growth has been seen mainly in the ICT and energy sectors
\nwhile the water supply and sanitation sector is still lagging behind .
\n<\/u><\/u><\/div>\n
\n<\/u> <\/u><\/div>\n
\nThe index which was developed by the bank
\n to monitor the continent\u2019s progress in infrastructure growth, covers
\nthe period 2000-2018.<\/u><\/u><\/div>\n
\n<\/u> <\/u><\/div>\n
\nIt presents selected indicators that
\ncomprise the index\u2019s major components, namely electricity, transport,
\nICT, and water and sanitation.
\n<\/u><\/u><\/div>\n
\n<\/u> <\/u><\/div>\n
\n A report released in July 
\nby AfDB shows that AIDI scores improved for almost all African countries between 2016 and 2018.
\n<\/u><\/u><\/div>\n
\n<\/u> <\/u><\/div>\n
\n\u201cThe global index imputed for the entire continent has risen from 27.12 to 28.44.
\n<\/u><\/u><\/div>\n
\n<\/u> <\/u><\/div>\n
\nThe range of performance for the top 10
\ncountries, including the Seychelles, Egypt, Libya, South Africa,
\nMauritius, Tunisia, Morocco, Algeria, Cabo Verde and Botswana improved
\nfrom 35.63-93.92 in 2016 to 36.79-94.32 in 2018.
\n<\/u><\/u><\/div>\n
\n<\/u> <\/u><\/div>\n
\n“However, the improvement in the indices
\nfor the electricity and transport sectors is more pronounced in the top
\n10 performing countries.<\/div>\n
\n<\/u> <\/u><\/div>\n
\nThe top performers include Libya, 3.62
\npoints; Republic of Congo, 3.06 points; South Africa, 3.01 points;
\nGabon, 2.92 points; and C\u00f4te d\u2019Ivoire, 2.90. The ranking of the top ten
\nremains unchanged, with Seychelles retaining,\u201d stated
\n the report. <\/u><\/u><\/div>\n
\n<\/u> <\/u><\/div>\n
\nNevertheless, a major concern raised in
\nthe brief is on the progress of infrastructure development of water
\nsupply and sanitation.
\n<\/u><\/u><\/div>\n
\n<\/u> <\/u><\/div>\n
\nThe index showed that most African
\ncountries have witnessed slower progress in water supply and sanitation,
\n compared to developing countries in other regions of the world.
\n<\/u><\/u><\/div>\n
\n<\/u> <\/u><\/div>\n
\nSurprisingly, some countries that ranked
\nin the top 10 according to the index still lack improved sanitation
\nfacilities, particularly in rural areas.
\n<\/u><\/u><\/div>\n
\n<\/u> <\/u><\/div>\n
\nAccording to the report, in half of the
\nAfrican countries, less than 35 percent of the population have access to
\n improved sanitation facilities, and less than 76 percent have access to
\n portable water. The progress made in sanitation
\n is still well below the targets set by the UN\u2019s Sustainable Development
\n Goals (SDGs).
\n<\/u><\/u><\/div>\n
\n<\/u> <\/u><\/div>\n
\nAnalysts are of the view that policy
\nmakers have been focusing mostly on seemingly directly investment
\nrelated infrastructures putting a blind eye on the importance of water
\nsupply infrastructures.
\n<\/u><\/u><\/div>\n
\n<\/u> <\/u><\/div>\n
\nThe report recommended that African
\nleaders need to urgently address this anomaly given the massive impact
\nof this sector on the quality of life of Africans and its linkages to
\nother sectors such as health \u2014 particularly in rural
\n areas. Clearly, policies and investments targeting this sector are
\nimperative to drive up overall AIDI scores and to achieve many of the
\nSDGs.
\n<\/u><\/u><\/div>\n
\n<\/u> <\/u><\/div>\n
\nIn comparison of the continent\u2019s regions,
\n the report showed that North Africa is the top performer in the overall
\n infrastructure development scores followed by Southern Africa, West
\nAfrica, East Africa, and Central Africa.<\/div>\n

\n<\/div>\n

<\/u><\/p>\n

\nNorth and Southern Africa recorded higher
\n performances in the following areas: ICT (mobile phone and internet
\nsubscription with greater international internet bandwidth), improved
\nsanitation facilities, and transport.
\n<\/u><\/u><\/div>\n
\n<\/u> <\/u><\/div>\n
\nOn the other hand, West Africa performs
\nwell in fixed line phone subscriptions, the number of internet users,
\npaved road density and, to a lesser degree, electricity generation.
\n<\/u><\/u><\/div>\n
\n<\/u> <\/u><\/div>\n
\nCentral Africa and East Africa recorded
\nmoderate and sometimes low performance in international internet
\nbandwidth, paved road density, and phone subscriptions (both mobile and
\nfixed). Between 2016 and 2018, Central Africa recorded
\n a notable decline in both ICT and electricity indexes. However, the sub
\n region recorded a slight improvement in water and sanitation.<\/u><\/u><\/div>\n
\n<\/u> <\/u><\/div>\n
\n\u201cVirtually all major countries improved
\ntheir scores in the AIDI 2018, though at different rates. The top 10
\ncountries retained their overall rankings over the period. It is
\nnoteworthy that any significant improvement in the rankings
\n of countries was mainly due to progress in the ICT sector and, to a
\nlesser degree, in transport. At the sub regional level, no changes were
\nrecorded in the rankings over the period.

\nAfrican countries (accounting for about 0.4 billion people) have
\nmaintained their fourth and fifth positions respectively, these sub
\nregions have the greatest potential to improve their future
