So on the face of it, the Phase 1 opening last month of the<br \/>\nChinese funded, multi-billion dollar Djibouti International Free Trade<br \/>\nZone (DIFTZ) appears to position the tiny nation as a growing trading<br \/>\nhub for the entire East African region. But is that just wishful<br \/>\nthinking?<\/div>\n<div style=\"border: 0px none; line-height: 1.55; margin: 0px 0px 20px; padding: 0px; text-align: justify; vertical-align: baseline;\">\nThe<br \/>\n DIFTZ is a sprawling complex meant to house four industrial clusters<br \/>\nspecializing in trade and logistics, export processing, business and<br \/>\nfinancial support services, as well as manufacturing and duty-free<br \/>\nmerchandise retail. It\u2019s touted to provide employment for tens of<br \/>\nthousands and solidify Djibouti\u2019s reputation as a business-friendly<br \/>\nplace.<\/div>\n<div style=\"border: 0px none; line-height: 1.55; margin: 0px 0px 20px; padding: 0px; text-align: justify; vertical-align: baseline;\">\nThe<br \/>\n geopolitical calculations behind China\u2019s generous financing in Djibouti<br \/>\n are part of its Belt and Road Initiative, an aggressive economic plan<br \/>\ndesigned to open up and create new markets for Chinese goods and<br \/>\ntechnology by strengthening the traditional Silk Road trade route. That<br \/>\nrationale is rooted in the fact that Ethiopia uses ports in Djibouti for<br \/>\n about 95 percent of its external trade and&nbsp;<a data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/www.ethiopiaobserver.com\/2018\/04\/29\/djibouti-ethiopia-strike-port-deal-djibouti-to-partner-in-ethiopian-airlines-telecom\/&amp;source=gmail&amp;ust=1536222683117000&amp;usg=AFQjCNHNNSzILy-fr3Sk1eoEcmt_s9bP6w\" href=\"https:\/\/www.ethiopiaobserver.com\/2018\/04\/29\/djibouti-ethiopia-strike-port-deal-djibouti-to-partner-in-ethiopian-airlines-telecom\/\" rel=\"nofollow noopener\" style=\"border: 0px none; color: black; margin: 0px; padding: 0px; text-decoration-line: none; vertical-align: baseline;\" target=\"_blank\">pays around $1.5-2 billion<\/a>&nbsp;in<br \/>\n port fees. With the Ethiopian economy growing fast, obtaining better<br \/>\naccess to Addis Ababa is a crucial objective for the Chinese leadership.<\/div>\n<div style=\"border: 0px none; line-height: 1.55; margin: 0px 0px 20px; padding: 0px; text-align: justify; vertical-align: baseline;\">\nBut<br \/>\n Djibouti should hold the champagne for now. Despite the glowing press<br \/>\nreleases, there are at least three major partners who have serious<br \/>\nreasons for doubting the trustworthiness of the country\u2019s leaders and<br \/>\nits viability as a new axis for regional trade.<\/div>\n<div style=\"border: 0px none; line-height: 1.55; margin: 0px 0px 20px; padding: 0px; text-align: justify; vertical-align: baseline;\">\nFirst, many U.S. analysts are expressing&nbsp;<a data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/thediplomat.com\/2018\/05\/the-us-needs-a-reality-check-on-chinas-belt-and-road\/&amp;source=gmail&amp;ust=1536222683117000&amp;usg=AFQjCNHhBKDhwPBgliUDwk_9-Hw3fRRKiw\" href=\"https:\/\/thediplomat.com\/2018\/05\/the-us-needs-a-reality-check-on-chinas-belt-and-road\/\" rel=\"nofollow noopener\" style=\"border: 0px none; color: black; margin: 0px; padding: 0px; text-decoration-line: none; vertical-align: baseline;\" target=\"_blank\">concern<\/a>&nbsp;that<br \/>\n the DIFTZ is financed by loans from state-backed financial institutions<br \/>\n from China, dulling Djibouti\u2019s triumphant expansion as a critical line<br \/>\nbetween the export-rich Ethiopia and vital shipping lanes. In East<br \/>\nAfrica, the Export-Import Bank of China is the&nbsp;<a data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/www.scmp.com\/news\/china\/diplomacy-defence\/article\/2087374\/how-chinese-investment-boom-changing-face-djibouti&amp;source=gmail&amp;ust=1536222683117000&amp;usg=AFQjCNECFkrBvH4TanvF0fq3MaqtECH-ug\" href=\"https:\/\/www.scmp.com\/news\/china\/diplomacy-defence\/article\/2087374\/how-chinese-investment-boom-changing-face-djibouti\" rel=\"nofollow noopener\" style=\"border: 0px none; color: black; margin: 0px; padding: 0px; text-decoration-line: none; vertical-align: baseline;\" target=\"_blank\">major investor<\/a>&nbsp;in<br \/>\n at least eight infrastructure projects, including an ongoing $322<br \/>\nmillion water pipeline project from Ethiopia and the $490 million Addis<br \/>\nAbaba-Djibouti railway. Yet critics&nbsp;<a data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/www.theguardian.com\/world\/2017\/may\/12\/the-900bn-question-what-is-the-belt-and-road-initiative&amp;source=gmail&amp;ust=1536222683117000&amp;usg=AFQjCNGZN19Z_fWdgxeO4t1lN9r5wWlVbw\" href=\"https:\/\/www.theguardian.com\/world\/2017\/may\/12\/the-900bn-question-what-is-the-belt-and-road-initiative\" rel=\"nofollow noopener\" style=\"border: 0px none; color: black; margin: 0px; padding: 0px; text-decoration-line: none; vertical-align: baseline;\" target=\"_blank\">have described<\/a>&nbsp;the Belt and Road Initiative as a method of entrapping poor countries to Beijing as \u201ceconomic vassals.\u201d For instance, a major&nbsp;<a data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/www.cgdev.org\/article\/chinas-belt-and-road-initiative-heightens-debt-risks-eight-countries-points-need-better&amp;source=gmail&amp;ust=1536222683117000&amp;usg=AFQjCNERPHWAaOMvtvSpHNzw2wMZyJC1dA\" href=\"https:\/\/www.cgdev.org\/article\/chinas-belt-and-road-initiative-heightens-debt-risks-eight-countries-points-need-better\" rel=\"nofollow noopener\" style=\"border: 0px none; color: black; margin: 0px; padding: 0px; text-decoration-line: none; vertical-align: baseline;\" target=\"_blank\">report<\/a>&nbsp;from<br \/>\n the Washington-based Center for Global Development released in March<br \/>\ncautions that the Chinese iniatives raise \u201cserious concerns about<br \/>\nsovereign debt sustainability in eight countries it funds,\u201d including<br \/>\nDjibouti.<\/div>\n<div style=\"border: 0px none; line-height: 1.55; margin: 0px 0px 20px; padding: 0px; text-align: justify; vertical-align: baseline;\">\nEven<br \/>\n more worrisome, Chinese commercial investment in Djibouti has been<br \/>\nparalleled by the construction of a major Chinese military base, a mere<br \/>\nsix miles from the United States\u2019 long-established Camp Lemonnier \u2014 the<br \/>\nonly permanent U.S. military base in Africa. The Chinese base is the<br \/>\nfirst outside its borders and gives Beijing a military foothold on the<br \/>\nAfrican continent, an outcome that previously led to American political<br \/>\nand&nbsp;<a data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/www.cnn.com\/2018\/03\/09\/asia\/djibouti-port-china-us-intl\/index.html&amp;source=gmail&amp;ust=1536222683117000&amp;usg=AFQjCNHDUYHMWE4LriE-wrd1txPqe2oZBA\" href=\"https:\/\/www.cnn.com\/2018\/03\/09\/asia\/djibouti-port-china-us-intl\/index.html\" rel=\"nofollow noopener\" style=\"border: 0px none; color: black; margin: 0px; padding: 0px; text-decoration-line: none; vertical-align: baseline;\" target=\"_blank\">military leaders<\/a>pressuring the Djibouti government to block the construction of the base. U.S. military experts have expressed concern that a&nbsp;<a data-saferedirecturl=\"https:\/\/www.google.com\/url?q=http:\/\/www.spiegel.de\/international\/world\/djibouti-is-becoming-gateway-to-africa-for-china-a-1191441.html&amp;source=gmail&amp;ust=1536222683117000&amp;usg=AFQjCNGmcSiE-jX60QYmaeCBOpHnq2WHAQ\" href=\"http:\/\/www.spiegel.de\/international\/world\/djibouti-is-becoming-gateway-to-africa-for-china-a-1191441.html\" rel=\"nofollow noopener\" style=\"border: 0px none; color: black; margin: 0px; padding: 0px; text-decoration-line: none; vertical-align: baseline;\" target=\"_blank\">Chinese presence would hinder<\/a>&nbsp;U.S. interests and its counter-terrorism missions,&nbsp;<a data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/www.reuters.com\/article\/us-usa-china-djibouti\/significant-consequences-if-china-takes-key-port-in-djibouti-u-s-general-idUSKCN1GI2V0&amp;source=gmail&amp;ust=1536222683117000&amp;usg=AFQjCNGHUcrkk02e2AGpcN52yVnYuvfg8A\" href=\"https:\/\/www.reuters.com\/article\/us-usa-china-djibouti\/significant-consequences-if-china-takes-key-port-in-djibouti-u-s-general-idUSKCN1GI2V0\" rel=\"nofollow noopener\" style=\"border: 0px none; color: black; margin: 0px; padding: 0px; text-decoration-line: none; vertical-align: baseline;\" target=\"_blank\">tensions that remain<\/a>&nbsp;as American allies France, Japan and Italy also have bases of various sizes and capabilities in Djibouti.<\/div>\n<div style=\"border: 0px none; line-height: 1.55; margin: 0px 0px 20px; padding: 0px; text-align: justify; vertical-align: baseline;\">\nThe<br \/>\n second reason: Ethiopia. Until a few months ago, Djibouti represented<br \/>\nthe country\u2019s only way to access the sea and, as a stable partner,<br \/>\nreaped the benefits of a near-monopoly on thriving Ethiopian trade.<br \/>\nWhile ports exist in Sudan, Somaliland, and Eritrea, Djibouti\u2019s<br \/>\ndeveloped facilities, political stability and investment-friendly<br \/>\natmosphere have proven more attractive than anywhere else in the region.<\/div>\n<div style=\"border: 0px none; line-height: 1.55; margin: 0px 0px 20px; padding: 0px; text-align: justify; vertical-align: baseline;\">\nNow, however, a new player is coming to town: according to reports from&nbsp;<a data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/www.bloomberg.com\/news\/articles\/2018-08-23\/eritrea-mulls-new-port-as-ethiopia-rapprochement-spurs-investors&amp;source=gmail&amp;ust=1536222683117000&amp;usg=AFQjCNFuEE61DvNgMS3idrarT5scykm4yg\" href=\"https:\/\/www.bloomberg.com\/news\/articles\/2018-08-23\/eritrea-mulls-new-port-as-ethiopia-rapprochement-spurs-investors\" rel=\"nofollow noopener\" style=\"border: 0px none; color: black; margin: 0px; padding: 0px; text-decoration-line: none; vertical-align: baseline;\" target=\"_blank\">Bloomberg<\/a>,<br \/>\n Eritrea is now mulling building a port on its coastline to export<br \/>\npotash from its own mines as well as from Ethiopia. The port will be<br \/>\nbased at the Bay of Anfile, close to Eritrea\u2019s potash mine at Colluli,<br \/>\nwhich contains large quantities of potash that can be used as<br \/>\nfertilizers for fruits, vegetables, and coffee trees. Most<br \/>\nsignificantly, the development follows a historic rapprochement between<br \/>\nEthiopia and its former province of Eritrea in July, which has left<br \/>\nDjibouti scrambling to protect its market share.<\/div>\n<div style=\"border: 0px none; line-height: 1.55; margin: 0px 0px 20px; padding: 0px; text-align: justify; vertical-align: baseline;\">\nThe third issue: the United Arab Emirates (UAE). Djibouti&nbsp;<a data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/uk.reuters.com\/article\/uk-emirates-dp-wrld-djibouti\/london-court-rules-dp-world-djibouti-contract-valid-and-binding-dubai-government-idUKKBN1KN1CI&amp;source=gmail&amp;ust=1536222683117000&amp;usg=AFQjCNHhzO_VWm5BaQvmy0T1mfQdlrGwIQ\" href=\"https:\/\/uk.reuters.com\/article\/uk-emirates-dp-wrld-djibouti\/london-court-rules-dp-world-djibouti-contract-valid-and-binding-dubai-government-idUKKBN1KN1CI\" rel=\"nofollow noopener\" style=\"border: 0px none; color: black; margin: 0px; padding: 0px; text-decoration-line: none; vertical-align: baseline;\" target=\"_blank\">illegally seized<\/a>&nbsp;a<br \/>\n leased port container terminal from the UAE-based DP World company over<br \/>\n a dispute dating back to at least 2012. Earlier this month, Dubai<br \/>\nsuccessfully sued the Djibouti government in a London-based<br \/>\ninternational arbitration court over the seizure. Eyebrows were raised<br \/>\nwhen Djibouti issued a statement dismissing the ruling as<br \/>\ninconsequential, and the country is now trying to negotiate damages. But<br \/>\n the scandal has already&nbsp;<a data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/www.cnbc.com\/2018\/08\/02\/dp-world-ceo-all-options-open-following-djibouti-port-court-ruling.html&amp;source=gmail&amp;ust=1536222683117000&amp;usg=AFQjCNEJ7V8id3sJ2PlPnbd05t9lOFuHOg\" href=\"https:\/\/www.cnbc.com\/2018\/08\/02\/dp-world-ceo-all-options-open-following-djibouti-port-court-ruling.html\" rel=\"nofollow noopener\" style=\"border: 0px none; color: black; margin: 0px; padding: 0px; text-decoration-line: none; vertical-align: baseline;\" target=\"_blank\">cast a shadow<\/a>&nbsp;over Djibouti with potential foreign investors, as large shipping clients such as DP World publicly advocate for an additional&nbsp;<a data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/www.economist.com\/middle-east-and-africa\/2018\/07\/19\/the-uae-is-scrambling-to-control-ports-in-africa&amp;source=gmail&amp;ust=1536222683117000&amp;usg=AFQjCNE7y3RyOrYEGRv5xYkJvV4jir1WYA\" href=\"https:\/\/www.economist.com\/middle-east-and-africa\/2018\/07\/19\/the-uae-is-scrambling-to-control-ports-in-africa\" rel=\"nofollow noopener\" style=\"border: 0px none; color: black; margin: 0px; padding: 0px; text-decoration-line: none; vertical-align: baseline;\" target=\"_blank\">10 to 12 ports<\/a>&nbsp;from Sudan to Somalia and continue to make a number of investments in East Africa, including in Somaliland.<\/div>\n<div style=\"border: 0px none; line-height: 1.55; margin: 0px 0px 20px; padding: 0px; text-align: justify; vertical-align: baseline;\">\nThe<br \/>\n Emiratis also have close ties to Eritrea, where they established a<br \/>\nnaval base in 2015 that has been used to support the Saudi-led war<br \/>\nagainst Houthi rebels in Yemen. And it was the UAE that helped broker a<br \/>\npeace deal between Eritrea and Ethiopia, a further indicator that UAE<br \/>\nbusinesses may favor Eritrean ports over those in Djibouti.<\/div>\n<div style=\"border: 0px none; line-height: 1.55; margin: 0px 0px 20px; padding: 0px; text-align: justify; vertical-align: baseline;\">\nIs<br \/>\n Chinese investment in the DIFTZ and other infrastructure projects<br \/>\nenough to make up for all of this disruption? Perhaps not.
