\nIn a politically charged atmosphere, Canada and the US sat on the negotiation table on Wednesday to parley
\n on how to salvage the North American Free Trade Agreement (NAFTA).<\/u><\/u><\/div>\n
\n<\/u> <\/u><\/div>\n
\n President
\n Donald Trump\u2019s repeated threats to leave Canada on the
\n side-lines and proceed with Mexico, are which reached a deal with
\nWashington last week and could sign NAFTA 2.0 as soon as November 30.<\/u><\/u><\/div>\n
\n<\/u> <\/u><\/div>\n
\nAmid rising optimism last week that an agreement would soon be finalized on a rewrite of the 25-year-old
\n trade deal, inflammatory comments from Trump angered officials in Ottawa and the discussions ended Friday with no agreement.<\/u><\/u><\/div>\n
\n<\/u> <\/u><\/div>\n
\nAnd Trump continued his tough talk throughout the weekend.<\/u><\/u><\/div>\n
\n<\/u> <\/u><\/div>\n
\n\u201cThere is no political necessity to keep Canada in the new NAFTA deal. If we don\u2019t make a fair deal for
\n the US after decades of abuse, Canada will be out,\u201d he tweeted.<\/u><\/u><\/div>\n
\n<\/u> <\/u><\/div>\n
\n\u201cCongress should not interfere with these negotiations or I will simply terminate NAFTA entirely & we will
\n be far better off.\u201d<\/u><\/u><\/div>\n
\n<\/u> <\/u><\/div>\n
\nThe White House notified Congress on Friday of its \u201cintent to sign a trade agreement with Mexico \u2014 and Canada,
\n if it is willing \u2014 90 days from now.\u201d<\/u><\/u><\/div>\n
\n<\/u> <\/u><\/div>\n
\nThe White House has until September 30 days before it must present the full text of the new agreement to
\n Congress, which will give Ottawa and Washington time to iron out remaining differences.<\/u><\/u><\/div>\n
\n <\/u><\/u><\/div>\n
\nBut legislators and trade law experts have warned that Trump does not have the authority to supplant the
\n three-nation NAFTA with a bilateral pact with Canada.<\/u><\/u><\/div>\n
\n<\/u> <\/u><\/div>\n
\nForeign Minister Chrystia Freeland is due to return to Washington for talks with US Trade Representative
\n Robert Lighthizer on Wednesday morning.<\/u><\/u><\/div>\n
\n<\/u> <\/u><\/div>\n
\nBoth officials said there had been progress in the negotiations last week, which frequently went late into
\n the night.<\/u><\/u><\/div>\n
\n<\/u> <\/u><\/div>\n
\nBut Prime Minister Justin Trudeau stressed Tuesday that no NAFTA is better than a bad deal for Canada, and
\n he will insist on retaining the dispute mechanism in Chapter 19 that provides binational panels to resolve disagreements.<\/u><\/u><\/div>\n
\n<\/u> <\/u><\/div>\n
\n\u201cWe will hold firm on that,\u201d Trudeau said in Vancouver.<\/u><\/u><\/div>\n
\n<\/u> <\/u><\/div>\n
\n\u201cWe will not sign a deal that is bad for Canadians, and quite frankly, not having a Chapter 19 to ensure
\n that the rules are followed would be bad for Canadians.\u201d<\/u><\/u><\/div>\n
\n<\/u> <\/u><\/div>\n
\nCanada has used the mechanism to fight off US antidumping duties.<\/u><\/u><\/div>\n
\n<\/u> <\/u><\/div>\n
\nAfter
\n the US and Mexico reached an agreement on new rules for auto trade, and
\n tougher protections for workers
\n and intellectual property, talks with Canada were hung up on the
\nmechanisms used to resolve disputes among partners, and on Ottawa\u2019s
\nstrictly controlled dairy sector.<\/u><\/u><\/div>\n
\n<\/u> <\/u><\/div>\n
\nMexican officials stressed in a joint statement that they are \u201ccontinuing to promote an agreement to which
\n Canada is a party.\u201d<\/u><\/u><\/div>\n
\n<\/u> <\/u><\/div>\n
\nBut they also have said that either way they are protected with a bilateral deal with the United States,
\n while Mexican businesses also have said they would support a two-nation deal.<\/u><\/u><\/div>\n
\n<\/u> <\/u><\/div>\n
\nA Canada-less deal \u201cis not the ideal scenario, but it\u2019s better than ending up without any agreement at all,
\n it\u2019s better than living in uncertainty,\u201d said Gustavo de Hoyos, the president of the Mexican Employers\u2019 Association (COPARMEX).<\/u><\/u><\/div>\n
\n<\/u> <\/u><\/div>\n
\nBut the US business sector strongly prefers NAFTA remain a trilateral agreement.<\/u><\/u><\/div>\n
\n<\/u> <\/u><\/div>\n
\n\u201cAnything other than a trilateral agreement won\u2019t win Congressional approval and would lose business support,\u201d
\n warned Thomas Donohue, president of the US Chamber of Commerce.<\/u><\/u><\/div>\n
\n<\/u> <\/u><\/div>\n
\nAnd in a rare show of common cause, AFL-CIO president Richard Trumka also supports a trilateral NAFTA.<\/u><\/u><\/div>\n
\nHe said it was \u201cpretty hard to see\u201d how efforts to revamp the pact would work \u201cwithout having Canada in
\n the deal.\u201d<\/u><\/u><\/div>\n
