\nBritish firm has received the nod to commence work on the $2 billion contract to construct the High Grand Falls Dam in Kenya.<\/u><\/u><\/div>\n

\nLondon-based GBM Engineering Consortium
\nwon the tender in a process featuring seven international construction
\nfirms, five of them Chinese, for a fund, design, build, own, operate and
\n transfer contract.<\/u><\/u><\/div>\n
\n<\/u> <\/u><\/div>\n
\nKenya’s Public Procurement Administrative
\n Review Board, a state agency that handles disputes arising from
\ngovernment tendering, upheld an earlier decision for firm that won the
\ncontract.<\/u><\/u><\/div>\n
\n<\/u> <\/u><\/div>\n
\nThe dam on River Tana, straddling Kitui
\nand Tharaka Nithi Counties, is part of the Lamu Port and South
\nSudan-Ethiopia Transport Corridor (Lapsset) projects.<\/u><\/u><\/div>\n
\n<\/u> <\/u><\/div>\n
\nThe National Irrigation Board which was
\nthe procuring entity on behalf of the Kenyan government, was directed to
\n conclude the tendering process within 30 days by carrying out the
\ntechnical and financial evaluation of the bidders.<\/u><\/u><\/div>\n
\n<\/u> <\/u><\/div>\n
\nPaul Gicheru, the PPRB chairman ruled
\nthat the government had no legal basis to cancel the tender or delay its
\n award to the British firm.<\/u><\/u><\/div>\n
\n<\/u> <\/u><\/div>\n
\nThe PPRB Board had earlier heard and
\ndetermined the dispute in favour of the British construction firm on
\nJuly 4, and was hearing its appeal after the irrigation board
\ndisregarded its ruling and cancelled the tender.<\/u><\/u><\/div>\n
\n<\/u> <\/u><\/div>\n
\nThe project will begin after the National
\n Treasury agrees with the contractor on the implementation timelines,
\nprojected at six years.<\/u><\/u><\/div>\n
\n<\/u> <\/u><\/div>\n
\nKenya will not be required to mobilise
\nany resources for the project as the contractor will operate the dam
\nafter construction for 20 years, before handing it over to the
\ngovernment.
\n<\/u><\/u><\/div>\n
\n<\/u> <\/u><\/div>\n
\nThe next phase will be land acquisition. <\/u><\/u><\/div>\n
\n<\/u> <\/u><\/div>\n
\nThe High Grand Falls Dam was conceived in
\n 2009 as part of an ambitious effort to build 1,000 water reservoirs
\nacross the country and boost irrigation-based farming.
\n<\/u><\/u><\/div>\n
\n<\/u> <\/u><\/div>\n
\nThe project is projected to cover 165
\nsquare kilometres and the dam will hold 5.6 billion cubic metres of
\nwater and add 700MW to the national power grid.<\/u><\/u><\/div>\n
\n<\/u> <\/u><\/div>\n
\nWhile at least 45000 households will be
\ndisplaced, the project is expected to provide water for irrigation of
\nmore than 250,000 hectares of land in Kitui, Garissa and Tana River
\nCounties, and help address the perennial flooding
\n menace in the Coast region.<\/div>\n

\n<\/u><\/u><\/div>\n
\n<\/u><\/u><\/div>\n
\n\u201cIt will be the largest water storage
\nfacility in the country with a holding capacity of 5.6 billion cubic
\nmetres,\u201d said Water Cabinet Secretary Simon Chelugui.

\n\u201cThe benefit to the region is enormous;
\nfirst, it will form a large man-made lake, where fishing and tourism
\nactivities can be introduced.\u201d
